Effective January 1, 2025, Senate Bill 1100 (SB 1100), amends the California Fair Employment and Housing Act (FEHA) to address employment and housing discrimination related to driver's licenses.

Key Employment Provisions

Under SB 1100, it is unlawful for employers to require a driver's license in job advertisements, postings, applications, or related materials unless the following conditions are met: Job Necessity - the employer has a reasonable expectation that driving is an essential function of the position.

The Career Tracks Steering Committee has identified policy-covered positions requiring a valid driver’s license.

University
Compliance

UCR is committed to complying with SB 1100 while ensuring the safety and operational needs. In alignment with UCOP BUS-46: Use of University Vehicles, campuses will continue to monitor driver eligibility through the Department of Motor Vehicles (DMV) Employer's Pull Notice (EPN) System. This applies to:

  • Employees hired specifically as drivers
  • Employees who frequently operate University vehicles for their regular duties
  • Drivers of University-owned rideshare vehicles
