Reemployment of UC Retired Employees

If you’ve retired from UC but the university needs your skills, you may be able to return to work for a limited period under certain restrictions. This allows UC to tap the specialized expertise of its retirees, while allowing you to make a valuable contribution to UC’s mission. Because rehired retirees may draw a retirement benefit and another UC income simultaneously, the university must follow clear policy guidelines to ensure public accountability, transparency and sound succession planning.

 

Reemployment of UC Retired Employees into Staff Positions


  • Effective December 1, 2016, rehired retiree appointments will generally be established with a non-exempt appointment status.
  • Reemployment beyond 24 cumulative months (except for those rehired into career appointments) will be considered an exception to policy.
  • If a retiree is to be hired into a career appointment, a recruitment is required and the retiree must suspend their monthly retirement installments (lump sum cash-out retirees cannot be rehired into a career appointment).
  • UC retirees can be hired as Independent Contractors or Consultants (IC/C) provided this method is not used to circumvent policy. Examples of circumventing the policy include hiring an IC/C UC retiree:
    • to do work that is the same/similar to work that is typically done by employees, or
    • to do work that is the same or similar to work the UC retiree did at the university prior to retiring.
Procedures

Step One

For actions within policy, the following documents must be completed and submitted to Judy Abbey in Human Resources at least 30 days in advance of the appointment begin date:

  1. The completed and signed Retired Employees Approvals Form - UBEN 138. Required signatures include the Department Head and Dean/VC/CFAO.
  2. When completing the University Need section, include:
    • the purpose/function of the position which fulfills the university need;
    • the education, experience and skill the retiree possess; and
    • any barriers to filling the position via recruitment.
  3. A copy of the completed UCRP Reemployed Retiree Notification Form - UBEN 1039 must accompany the approvals form for all rehired retirees who are receiving monthly UCRP payments (not required for those who elected to receive a lump sum).
  4. A job description for the position being filled by a retiree.
  5. Send all documentation to judith.abbey@ucr.edu.
Step Two

Human Resources will review and forward a recommendation to the Associate Chancellor for final determination.

Step Three

Human Resources will send the final determination to the designated individual within the organizational unit.

Step Four

Rehired Retirees shall not begin a rehired retiree appointment or extension without the final approval from Human Resources, the Associate Chancellor, and if necessary, the Chancellor.  Note: Actions that are considered variations from policy (exceptions) are not anticipated, and will require additional justification and approval by the Chancellor.

Reemployment of UC Retired Employees

UC retirees are a valuable resource, providing the University with institutional knowledge, research resources and experienced replacements on a short-term temporary basis when needed. Many employers, including UC, turn to their retirees to address compelling needs for specialized knowledge and experience in the workplace.

Most rehired UC retirees work on a part-time basis and for a limited duration, which supports the orderly administration of the retirement system and the need to refresh the UC workforce. The Rehired Retiree Pool program offers temporary assignments of short-term duration and will generally be established with non-exempt appointment status.

Reemployment into Senior Management Group (SMG) or Staff Positions

The policy on Reemployment of UC Retired Employees into Senior Management Group (SMG) or Staff Positions governs the reemployment of all former UC employees; SMG members, staff personnel, and academic appointees who have separated from university employment and elected monthly retirement income or a lump sum cash out from the University of California Retirement Plan (UCRP), and who are rehired into SMG or staff positions.

The policy includes the following limitations on reemployment:

  1. Must be as a result of university need.
  2. Must be limited to no more than a 43 percent appointment as averaged over a 12-month period.
  3. Appointments may not normally exceed a total of 12 months. In unusual circumstances, an extension beyond 12 months may be permitted. However, rehired retiree cumulative appointment totals that exceeds 24 months must be processed as an exception.
  4. Must not occur until there has been a break in service of at least 30 days and the retiree has received their first monthly retirement installment.

How to Participate

To be added to our Rehire Retiree Pool, please fill out the UCR Retire Rehire Pool form and send it by email to careers@ucr.edu for processing. Upon receipt, Human Resources will review the form to verify your eligibility to work as a retired employee. You will be notified of your eligibility once your eligibility status is confirmed.
